What a combined county authority is

 

A combined county authority is where a group of councils work together across a larger area. The Lancashire Combined County Authority has been created by Blackburn with Darwen Borough Council, Blackpool Council and Lancashire County Council.

The Lancashire Combined County Authority is a legally recognised, single body. 

Our role is to use some of the money and powers, that up to now have been held by central government, and work with local leaders and communities to invest in ways that will help to make Lancashire a better place for you to live, work and do business.

Our combined county authority looks at issues that affect the whole area. On our website you can find out about the work we are doing to:

  • drive regeneration in our towns and cities
  • support new jobs in growing industries such as low carbon technologies, cyber security, and energy
  • make sure our young people and existing workforce have the right skills to take advantage of these opportunities
  • enable greater co-ordination of our collective expertise, priorities, and investment opportunities
  • provide a boost to business, organisations and people across the region

Who we are

 

The Lancashire Combined County Authority is led by locally elected politicians, meaning it has democratic decision making at its heart. We make our decisions in accordance with the highest standards of accountability, openness, and transparency.

We are committed to good governance to deliver value for money services and projects for the people of Lancashire. Our governance arrangements are constantly reviewed to ensure this is the case.

Our officers

By law, we have to have the following roles:

  • Head of Paid Service
  • Chief Finance Officer (also known as Section 73 officer) We have to have an officer responsible for the administration of our financial affairs.
  • Monitoring Officer We have to have an officer responsible for making sure the decisions we make are lawful.

The authority also employs an Interim Chief Operating Officer

The Lancashire Business Board

The  Lancashire Business Board is made up of leading representatives from the business community in Lancashire, and provides a forum for the business voice to be heard in the development and deployment of local and national initiatives to promote growth, investment, regeneration and economic inclusion across Lancashire.
